SEA H2X Submarine Cable Consortium Convenes Routine Meeting in Kuala Lumpur

The SEA H2X Submarine Cable Consortium will hold its routine meeting from January 7 to January 9, 2025 ,Pavillion Hotel in Kuala Lumpur, Malaysia. Representatives from major stakeholders, including China Mobile International Limited (CMI), China Unicom Global (CUG), Converge Information and Communications Technology Solutions, Inc. (Converge), AP SEA H2X Sdn. Bhd (AP SEA H2X), and HMN Technologies Co., Limited (HMN Tech), are set to participate. The meeting is hosted by consortium member AP SEA-H2X.(Sonia Satellite Services Sdn.Bhd)

The South-East Asia Hainan-Hong Kong Express Cable System (SEA-H2X) is a critical submarine cable system connecting Hong Kong SAR, Hainan (China), the Philippines, Thailand, Malaysia, and Singapore. The cable system offers optional extensions to Vietnam, Cambodia, Peninsular Malaysia, and Indonesia, fostering enhanced regional connectivity.

Project Overview

The SEA-H2X consortium comprises four major entities:

  • China Mobile International Limited (CMI)
  • China Unicom Global (CUG)
  • Converge Information and Communications Technology Solutions, Inc. (Converge)
  • AP SEA H2X Sdn. Bhd (Sonia Satellite Services Sdn.Bhd )

HMN Technologies Co., Limited (HMN Tech) was selected to design and build the SEA-H2X cable system.

Technical Specifications

The SEA-H2X cable system is designed with at least 8 fiber pairs connecting Hong Kong SAR and Singapore. It boasts a design capacity of 160 Tbps to meet the growing demand for bandwidth across the region. The system’s open model allows the flexibility to integrate Submarine Line Terminal Equipment (SLTE) from third-party vendors at later stages. HMN Tech’s state-of-the-art Branching Unit (BU) and Reconfigurable Optical Add/Drop Multiplexer (ROADM) technology provide unparalleled flexibility in electrical power and optical fiber switching across multiple locations.

The cable system is on track to be ready for service by 2025 and is set to significantly enhance connectivity to the Hainan Free Trade Port, complementing the existing Hainan to Hong Kong Express (H2HE) submarine cable system.

The SEA-H2X cable system aims to strengthen the region’s telecommunications infrastructure, providing secure, high-capacity, and low-latency connectivity. This initiative will support the digital transformation and economic growth of Southeast Asia by meeting escalating data demands and fostering greater integration among participating nations.

AP SeaH2X Sdn Bhd, the Malaysian project company for the SeaH2X submarine cable, extends its gratitude to the various companies and government agencies for their interest in this cable route. In response to issues which are of interest to concerned parties and with regards to the news reports on the Malaysian Parliamentary Q&A on 18 December 2024 concerning the SeaH2X project, we wish to clarify and state the following:

  1. AP SeaH2X Sdn Bhd is the designated project company for the SeaH2X submarine cable in Malaysia. No party may release commercial information about the project or make investment commitments to clients without prior written consent from AP SeaH2X Sdn Bhd. Any economic losses suffered by related parties in the upstream or downstream assets invested due to the dissemination of unauthorized project information shall not be the responsibility of the SeaH2X consortium members or AP SeaH2X Sdn Bhd.
  1. The SeaH2X international submarine cable has a total design capacity of 160 Tbps, with a Malaysian branch capacity of 20 Tbps. The landing location for the Malaysian branch and the exact delivery timeline for the cable have not yet been publicly announced.
