Y.Bhg. Dato’ Rumaizi bin Baharin@Md Daud, Mayor of Ipoh, officiated the Technical Briefing on Traffic Management During Road Construction/Maintenance Work at the Ipoh Convention Centre this morning.

The event was also attended by Y.Bhg. Dato’ Mazlan bin Abd. Rahman, Chief WHIP and Council Member, other council members, Mr. A’zman bin Mohd Harun, Senior Technical Director, Mr. Ir. Ts Hj. Arif bin Mohd Zainudin, Director of Works & Buildings of MBI and Chairman of the Association of Senior MBI Officers (PADUAN), department heads, and MBI officers.

The two-day briefing is conducted by Mr. Muhamad Rais Ismail from MRI Murai Resources.

The Traffic Management Plan (TMP) is defined as a plan for managing or facilitating vehicle movement through processes such as traffic planning, geometric design, and traffic operations during road maintenance and construction. This plan is prepared before the work begins to ensure better traffic control for vehicles and pedestrians, minimize congestion, and ensure the safety of workers on site.

The proposed plan should include the types and color schemes of traffic signs, the layout of safety cones and barriers, as well as road closure methods, as specified by the authorities.

Traffic management involves optimizing the use of existing roads to manage both current and anticipated congestion. The objectives of traffic management include: i. Controlling stationary vehicles that obstruct moving traffic; ii. Managing traffic on private roads, service lanes, and slip roads; iii. Managing moving vehicles to reduce traffic conflicts; iv. Identifying suitable types and numbers of traffic signs for roads or parking areas; v. Identifying unused land or spaces suitable for permanent or temporary parking; vi. Managing and controlling parking spaces; vii. Reducing conflicts between vehicles and pedestrians; viii. Minimizing accidents and traffic congestion.

In the construction industry, work conducted on or near roads exposes drivers to unexpected changes in traffic patterns. These changes can be dangerous for road users, workers, and pedestrians unless proper safety measures and work procedures are followed.

Road users may not be able to distinguish between the construction site and the work zone, so proper traffic control measures are crucial to ensure the safety of both users and workers.

The construction phase is decided during the planning stage and must be reviewed to assess the complexity, duration of work, and potential obstacles. Factors requiring detailed attention include: i. Existing rules and restrictions at the construction site; ii. The location of the site (on the road, shoulder, or slope); iii. The number of road lanes required for roadwork; iv. Obstacles such as pipeline or drainage work; v. The maximum allowable distance for the work area; vi. Other requirements for regular traffic.

An effective traffic management plan can be achieved by considering various factors that influence traffic management at the construction site, including road size, potential site issues, uncertainties in the work rate, and the experience level of the traffic management planner.

Well-planned traffic management ensures overall safety and productivity are enhanced, allowing the work to be completed on time, within budget, and with the desired quality.
