The Ipoh City Council (MBI) has clarified that the burial of dogs shown in a viral video followed standard procedures for managing stray and distressed dogs, and was not an act of cruelty.

MBI strongly denies claims that the dogs were buried alive. All animals had been humanely put to sleep (PTS) under the supervision of the Perak Veterinary Department (JPV), in accordance with the Animal Welfare Act 2015 (Act 722).

The burial process was carried out only after death confirmation from JPV to ensure safe and hygienic disposal.

In 2024, MBI received 1,342 complaints about stray dogs and 255 dog bite cases in the Kinta area. From January to July 2025, 740 stray dog complaints were reported.

MBI emphasizes that all actions were taken to protect public safety, animal welfare, and environmental health. The council appreciates feedback from the public and stakeholders and will continue to improve its procedures within legal and practical limits.
